Confirming the buyer's phone on COD orders

In Payments, under "Cash on delivery", you can turn on "Confirm the buyer's phone on COD orders". When it's on, before a COD order is placed the buyer receives a code by SMS and confirms it — this cuts fake and abandoned cash orders, but adds a small step that can cost some real ones too, so it's off by default. If you don't want it on every order, instead of turning it fully on set "Confirm only from this amount" — then only COD orders above that amount ask for a code. Card and bank-transfer payments never ask for a code, because their money is already secured on the bank's side.
